I tried what you suggested, but it did not work."unable to connect" is not the usual "your details are incorrect" failed login message that I'm used to seeing. "Unable to connect" to me suggests a MySQL error. Is your WAMPServer fully running? (should show the Wamp icon in the system tray of Windows as green).
I don't know what this error refers to but it seems to be the problem.Can you temporarily disable the .htaccess file (rename it to htaccess.old) and see if that error goes away and allows the login? The thing is when I click login, instead of the URL localhost/itj3/..., it becomes https://localhost/itj3...
WAMP icon is green.

I checked the SSL in the backend and it is OFF.
So am not sure what went wrong when I reinstalled it using Akeeba.
