Migrating and Upgrading to Joomla! 4.x • Admin Menu and Toolbar are not displayed after updating to Joomla 4

After updating from Joomla 3.10.11 to 4.4.8, I noticed that the admin menu and toolbar are not displayed. If their modules exist in the Administrator Module section.
