sounds like you have the stats turned on that are use to generate this page (found in the "post installation" messages section). You should see a set of charts on this page: https://developer.joomla.org/about/stats.html (doesn't seem to be working at the moment). You can turn off the statistics plugin. I found this reference to this error on Joomla's Github site, but don't know if the fix mentioned will resolve it for you: https://github.com/joomla/joomla-cms/issues/31416 (has something to do with the C++ Runtime files you have installed in Windows.).

[slightly off-topic: for noting only] 4.4.7 also has issues with its Smart Search function. See the Announcements Forum / Discuss Joomla 4.4.7 thread. viewtopic.php?f=9&t=1011270. (not connected to your reported issue, just pointing you to this potential problem for your site).
